Atkins plan to handle affairs and regulate trade by placing it under a North and South "imperial superintendents."
Jacobs provides some context and insight in the discussion before Atkins work is presented.
Fortunately, although Atkin was appointed to the postion of Indian superintendent in 1756, his plan was not realized even by the time of his death.
Map included in the frontspiece depicts broad nations, but little in the way of detail.
