Atkins, a Charleston merchant, created a plan for "imperial" control over Indigenous nations and submitted this in a series of reports to the Board of Trade, and was appointed the southern superintendent of the Indians in 1756.
Although this publication includes information on the Chahta, and Atkins eventually visited a couple of villages, those trips occurred after this was produced. (see referenced by below).
The document is difficult to read, and very obviously biased. Adair, who was acquainted with Atkins, discusses this "plan" in The History of the American Indians.
